He introduced a visionary approach aligned with the ongoing update of ICP-2 guidelines, advocating for decoupling IP addresses from fixed Regional Internet Registry (RIR) boundaries. By repositioning RIRs as registrars rather than gatekeepers, Lu emphasized the potential to enable seamless IP transfers across regions.
According to Lu, this model promises multiple benefits: streamlined global network operations, smoother mergers and acquisitions, improved resource allocation, reduced legal complexities, and ultimately, a stronger, more interoperable internet.
“As demand for global digital infrastructure surges, so must our approach to IP governance,” Lu said. “Portability is fundamental to building a truly borderless internet.”
