Heng’s starting point is the operator: the business, customers and services that rely on an address every day. He argues that registry administration should preserve operational continuity and accurate records, with the needs of running networks at the centre.

He advocates genuine ownership of number resources and recognition of their economic value. For a network business, that means a stronger ability to invest, use resources productively and make commercial decisions about its own future.

An operator should be able to change its registry without losing its number resources. Heng puts portability and practical exit paths at the heart of a system in which service providers must earn the operator’s trust.

Registries should protect uniqueness and keep records accurate. His position separates those technical duties from policing business models, customer locations or trade, and calls for administration to remain distinct from enforcement.

He challenges compulsory fees and barriers that keep resources from productive use. Lower administrative costs and freer movement of resources, in his view, give ISPs, hosting providers and cloud businesses more room to grow.

Heng advocates decentralizing IP registration and keeping shared coordination narrow. A resilient Internet needs verifiable control, security, accurate records and replacement paths that reduce dependence on any single institution.

During his studies in the Netherlands, Heng developed his understanding of the Internet and relationships across the industry. He founded LARUS Limited in 2016, building an IPv4 business around the resources and operating support that networks need.

Heng founded the LARUS Foundation to advance Internet education and open participation to the next generation. In 2019, the Foundation sponsored more than one thousand students from Africa to take part in major Internet events. Its work connects learning with the opportunity to help shape the Internet.
