Lu will emphasize the need for an update to the current governance model, proposing a forward-thinking approach that will decouple IP addresses from fixed RIR boundaries. By reimagining RIRs as registrars rather than gatekeepers, IP addresses will be able to be seamlessly transferred across regions, facilitating smoother global network operations and reducing legal and administrative complexity.
